Ouput voltage question [iGo juice70 power adaptor - 145688]

Hi.  I recently bought a secondhand laptop and it came with juice70 adaptor complete with one tip. The seller said this is the adaptor that originally came new with the laptop (an Advent 6422 from PCWorld) when it was purchased. I find this hard to believe but if it worked I would not be concerned. However, when I tried to get the juice70 to power the laptop I got nowhere. I also tried it with another laptop which the tip fitted and it didn't power that either. I checked the output from the juice70 with a meter and it seems to range between 13-14V. The laptops require 19V and so it's no wonder it fails to work. On the bottom of the juice70 it states Output : 15 - 24V.  So am I right in thinking that the unit is capable of supplying 19V (and more) but it will only do this with a different tip? The present tip has a number 3 on it so if I am right, what number tip do I need to fit this laptop but give 19V output? Thanks
