why the prices are so different in Europe?
I have pre-order it, but in Italy the price is 599€, in France is 499€; can i ask you why the prices are so different?
As i can see Expansys is also the official online store for HTC, is HTC that have chose this prices?

Don't worry, your English is very good and easily understandable.
You are correct, on HTC phones we follow the RRP (recommended retail price) from HTC. As to why this differ from one country to another I am unable to say.

Now that the price is changed (from 599 to 499), I have to make again the preorder? Because in my order details i still have the old price.
Or you will change the price in the order when you accept it?
The normal policy is to notify clients of price change on pre-orders before they are shippped. If this is the case when the price goes down, I am not sure.
But it wouldn't hurt to send an email just to make sure.

I am not sure but I think have applied some more taxes on HTC One S phone in italy and have no applied some taxes in france. So the HTC One S is very cheap in france and very expensive in italy.
